Position Summary Performs difficult technical and administrative work providing support to the E-911 Center Manager in the overall maintenance and management of the department data management, operations, and personnel.
Work is performed under the general supervision of the Director of Emergency Communications with latitude for independent judgment and action.
Essential Duties and Responsibilities * Serves as CAD administrator; ensures the complete use and functionality of CAD system.
* Serves as a member of the Emergency Operations Center staff when activated.
* Performs the duties of a Communicator or Communications Supervisor when needed.
* Develops, updates, and continually analyzes operating policies and procedures for the communication employees and operations.
* Builds and maintains a working relationship with the leadership of the Bedford County Departments of Fire and Rescue, Sheriff’s Office and the Town of Bedford Police Department.
* Manages and maintains enhanced 911, CAD system, and all related databases.
* Establishes and implements procedures data coding, entry, and analysis to support the county’s emergency services performance data needs; performs quality assurance on that function; continually assesses system data needs and redevelops data used on the community’s evolving hazards and needs.
* Coordinates with the County GIS Manager to develop and maintain a geographic database supporting emergency services and other county functions.
* Gathers data and prepares reports relating to public safety emergency response, statistical research, and dispatch activities as needed.
* Assures the accuracy of information by updating key system files on a scheduled or automatic basis.
* Evaluates and troubleshoots system and software problems and provides support to the users of the applications.
* Coordinates and works with vendors for upgrades of hardware, software, and maintenance of various systems.
* Works directly with system vendors to coordinate various updates and repairs as necessary.
* Coaches, evaluates, develops, and counsels employees.
* Analyzes the performances of both individual communicators, as well as the department as a whole; implements interventions to improve the performance of the individual employees and the department.
* Oversees the formal initial and ongoing training programs for all employees.
* Investigates and resolves E-911 Center complaints.
* Accomplishes all tasks as appropriately assigned or requested by management.
* Participates in employee meetings and training as needed.
* Performs special projects as assigned.
* Coordinates with other county departments to ensure the success of the E-911 Center and other community agencies.
* Assists E-911 Center Manager with a variety of projects and tasks as necessary.
* Meets attendance requirements and maintains the highest level of dependability.
* Consistently demonstrates ability to respond to changing situations in a flexible manner in order to meet current needs and reprioritizes work as necessary.
* Performs other related job duties as assigned.
Qualifications Bachelor’s degree or equivalent; and 4 years of related experience in Computer Aided Dispatch systems; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must possess a valid driver’s license, proof of insurance, and acceptable driving record to operate a motor vehicle in the Commonwealth of Virginia.
Must be able to complete IS100, IS200 and IS700 National Incident Management System (NIMS) training with 6 months of employment.
* Knowledge of computer networks, computer systems, database management, and E-911 infrastructure.
* Knowledge of the use of data in Public Safety reporting and management.
* Skill in effective communication, both verbally and in writing.
* Skill in the use of computers and software applications related to the essential functions of the job.
* Skill in typing accurately on a standard keyboard at a rate of no less than 30 wpm.
* Ability to analyze difficult or complex situations and/or problems and take effective action.
* Ability to prepare reports, briefs and presentations using appropriate software.
* Ability to work effectively in a highly active, multitasked environment.
* Ability to perform the duties of a Communications Officer as needed.
* Ability to speak clearly; ability to hear/understand all audio communications systems (i.
e.
radio, telephone, etc.
) within the confines of the communications center.
* Ability to accurately view a computer screen (i.
E.
CAD, ANI/ALI, teletype, telephone, etc.
) from a seated position as not to interfere with performing other essential duties.
* Ability to perform assigned duties on a daily basis with no deviation under extended high levels of stress.

Ability to receive detailed information through oral communication, and to make the discrimination in sound.
* Visual acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
Work is performed primarily indoors in a relatively safe and secure work environment.
This position is not subject to adverse environmental conditions.
Subject to a complete criminal history background search and drug screening with acceptable results.
Requires and extensive background investigation including a polygraph examination.
This position is designated as essential personnel.
In accordance with the County's personnel policy, essential personnel are critical to the continuation of key operations and services and are expected to report to work, unless otherwise directed by management, in all weather conditions.
Must possess the ability to work beyond a normal schedule, to include on call and travel as needed and/or required.
