Position specific responsibilities and duties will include, but not limited to: Plan, develop, coordinate, and monitor activities of engineers responsible for the technical review, analyses and approval of subdivision and site engineering plans.
Meet with government officials and staff developers, land use attorneys and other VDOT staff to determine needs and resolve issues concerning engineering soundness of design and impact on the transportation network.
Manage and supervise technical staff – Land Use and Permit teams.
Responsible Charge: Review and approve development plans for subdivision and land use programs as responsible-charge engineer.
Ensure actions are within policies, standards, plans, and designs.
Perform thorough reviews for rezoning requests, master plans, traffic impact analyses, subdivision plans and site plans.
Coordinate additional technical reviews by district support engineering sections.
Work with developers, consultant engineers, county staff, boards of supervisors and VDOT staff to ensure a quality set of plans.
Identify needs and recommend modifications to plan submittals.
Ensure plans are checked and approved within established timeframes.
Administer and monitor permit and subdivision policies to ensure program guidelines are met.
Demonstrate proactive planning awareness to anticipate future facility needs based on development trends.
Demonstrate environmental stewardship and care for the environment.
Land Use and Permit Program Delivery: Provide assistance and guidance for review of work under construction and address changes that occur.
Minimum Qualifications B.
S.
in Civil Engineering or related field.
Valid Professional Engineer’s license Required.
Knowledge of land development quality control plan reviews, including erosion control, grading, drainage, utilities, roads, and easements.
Knowledge of land development technical reviews, land survey plats, traffic impact studies, work zones, and related requirements.
Knowledge of administrative principles, practices and laws related to transportation and land use development.
Knowledge of transportation and civil engineering principles, practices and laws as they relate to transportation and highway engineering design.
Knowledge of transportation planning to include federal, state and local planning and land use regulations, procedures and policies.
Skill maneuvering through complex political situations, effectively interacting with employees, citizens, government officials and demonstrating sensitivity to how people and organization’s function.
Skill in the use of computers and software applications including MS Office Products.
Ability to supervise and focus individuals and teams on goal-oriented solutions.
Ability to manage financial resources.
Ability to effectively lead and coach professional and technical staff.
Additional Considerations Experience managing a private sector plan design or design review team.
Experience in private sector land development construction, land surveying, survey plats, or easements.
Experience with rezoning and public hearings.
Engineering experience in the coordination of land use, permits, and transportation planning.
Progressively responsible engineering and land development experience in a diversified transportation program.
Considerable experience in highway, drainage, construction permitting or land development engineering.
