gov/careers Recruitment Type: General Public - G Job Duties VDOT Lynchburg District – Appomattox Residency Land Use is pleased to offer an exciting opportunity for a highly motivated individual to review, approve, issue, and inspect work activities under permit, including private and commercial entrances permits, utility permits and ensure the permitted work will comply with agency standards/specifications.
Ensure safety of the traveling public wherever permit work is taking place.
You will conduct on-site inspections of new subdivisions and permit projects; to issue land use permit applications for compliance with approved plans, VDOT specifications, standards, laws, and regulations; to determine the appropriate permit fee and surety bond amounts; to process applications and ensure paperwork is accurate and meet deadlines and meet with applicants in the field, review project work zones and review/determine bond estimates.
Core Responsibilities: The selected candidate will meet with applicants in the field and complete required documents to process permits and subdivision acceptance, determine fees and surety bond.
This position will conduct on-site inspections for subdivision and permitted projects, review site plans, utility plans, special permits, rezoning requests, and land divisions.
This position will assist with processing new street additions and county bond projects for additions into the State Secondary System.
Individual will ensure permitted work zones are implemented properly where traffic control is maintained in accordance with approved plans and Virginia Work Area Protection Manual.
This position will respond to citizens, elected officials and local government officials as needed regarding permit inquiries/concerns.
VDOT is an emergency response agency, and this position is required to work outside of normal work hours during emergency/incident operations.
Minimum Qualifications • Knowledge of highway construction and roadway maintenance procedures and land use permitting processes/procedures.
• Ability to read and interpret site plans, road construction plans, property plats, utility plans and sketches.
• Ability to interpret VDOT Road and Bridge Standards and Specifications, Virginia Work Area Protection Manual, Access Management and Land Use Permit Regulations, and Subdivision Street Requirements.
• Ability to communicate effectively both orally and in writing.
• Strong communication and customer service skills.
• Ability to creatively resolve challenging complaints.
• Ability to prepare technical correspondence and reports.
• Skill in the use of computers and web-based applications.
• Skill in setting priorities and multi-tasking.
• Skill in operating computers (MS Office preferred).
• Ability to obtain necessary materials certifications needed within first 12 months of employment.
• Valid driver’s license.
Additional Considerations • Experience in roadway construction and maintenance activities.
• Experience working with MUTCD, Virginia Work Area Protection Manual, Road Design Manual, VDOT Road and Bridge Standards and Specifications, Access Management Regulations and Land Use Manual.
• Certifications in Soils and Aggregate, Asphalt Concrete, Hydraulic Cement Concrete, Pavement Markings, Nuclear Safety and DEQ Erosion and Sediment preferred.

Must be able to obtain DEQ Erosion & Sediment Control Inspector’s certification within 12 months of employment and maintain thereafter.
