```Job Overview: The Director of Homeless System Coordination oversees and implements Miriam’s House’s responsibilities as the Collaborative Applicant and HMIS Lead to the Central Virginia Continuum of Care (CVCoC).
This position is responsible for ensuring compliance with all federal, state, and local requirements of the CVCoC and leading efforts to reduce homelessness by improving data quality, coordinating services across all agencies, and overseeing the community’s strategic plan to end homelessness.
This position supervises all staff within the homeless system coordination work of Miriam’s House.
The position requires deep project management experience evidenced by strong organizational skills, attention to detail, ability to multi-task and handle multiple deadlines simultaneously.
This person will work closely with internal and external partners and must possess strong communication and interpersonal skills.
The ideal candidate will have experience with data analysis and reporting.
Ideally this applicant will have a strong knowledge of homeless response systems including the Department of Housing and Urban Development’s Continuum of Care program.
Experience providing training and technical assistance to a variety of stakeholders is desired.
*PRIMARY RESPONSIBILITIES:* *Coordinate regional homeless response:* * Carry out responsibilities of CoC Lead/Collaborative Applicant as described in the CVCoC Policies & Procedures * Manage the revision and implementation of CVCoC’s strategic plan to end homelessness * Provide best practice information to providers and coordinated intake along with technical assistance * Support the Monitoring & Evaluation Committee of the CVCoC in monitoring, reviewing, and evaluating homeless assistance services, activities, and expenditures * Evaluate community needs and service gaps * Interpret local, state, and federal guidelines and provide relevant information to grantees and CVCoC Board * Represent the CVCoC in external homeless reduction efforts and advocacy *Oversee the coordinated entry system:* * Provide direct supervision to the Coordinated Entry Specialist and the Homeless System Specialist * Manage the CVCoC’s By-Name-List * Oversee all coordinated entry referrals for housing programs based on prioritization and guidelines * Regularly update coordinated entry referral forms, assessments, and processes to ensure streamlined access * Serve as the liaison for all special housing programs with homeless preferences or prioritization *Manage local homelessness data:* * Liaise with the HMIS administrator * Carry out all functions of the HMIS Lead Agency including onboarding new HMIS users, providing training and capacity support for existing users, and troubleshooting HMIS problems and issues.
* Monitor data entry practices and data quality of agencies and support improvements * Revise and monitor implementation of HMIS Policies and Procedures and Data Quality Plan * Communicate updates, changes, and revisions to federal and state data guidelines * Facilitate the meetings of the Data & Performance Committee * Coordinate with other data collection efforts * Identify unmet need and gaps in services *Facilitate funding requests:* * Prepare and organize the annual HUD CoC Collaborative Application * Support CVCoC funded projects in HUD CoC Project Applications by providing technical assistance * Prepare and organize the annual DHCD Homeless and Special Needs Housing Funding application * Prepare and organize other funding requests including city and county requests *CoC reporting:* * Complete HUD annual reports including PIT, HIC, System Performance Measures, and Longitudinal System Analysis * Spearhead Point-in-Time (PIT) efforts along with PIT Count committee * Complete required DHCD reports * Monitor and report out on progress made towards the CVCoC Strategic Plan to End Homelessness * Provide to the CVCoC Board monthly, special and annual reports * Communicate with area stakeholders through public presentations, email, social media, and website content *Administration:* * Onboard new CVCoC Board members * Support the CVCoC Board and all standing and ad hoc committees through attendance at meetings and providing information as requested * Oversee the revision and implementation of the CVCoC Policies and Procedures * Liaise with HUD and DHCD grant monitors to ensure compliance DESIRED QUALIFICATIONS: * Bachelor’s degree required, Master’s degree preferred, in social work, sociology, or a related field.
* 5-7 years of management experience _required_.
* A minimum of five years’ of increasing responsibility in management/professional experience in housing and related services for those with special needs.
* Knowledge of federal affordable and special needs housing program funding and requirements.
_Specifically, the successful candidate must possess experience with federal homeless continuum of care housing programs and requirements.
_ * Experience with a homeless management information system or similar database to produce and analyze data and reports.
This is a full-time, 40 hour-per-week (9am – 5pm) salaried position.
The starting salary range for this position is $63,369 – $69,996 depending on experience and includes highly-competitive benefits including health insurance, paid time off, paid holidays, pension, paid family leave, life insurance, and disability insurance.
