Under the direction of the Chief of Public Safety and Law Enforcement, the Law Enforcement Training and Accreditation Lead acts as the PS&LE Staff liaison with the Cardinal Criminal Justice Academy and the Virginia Department of Criminal Justice Services (DCJS) and serves as a contact with the Virginia Law Enforcement Professional Standards Commission (VLEPSC).
The incumbent is responsible for the development, implementation, management, and evaluation of training programs, ensuring that all personnel are highly qualified and well trained to perform their duties as Law Enforcement Rangers, and for assisting in the oversight of the accreditation process for the Public Safety & Law Enforcement Staff.
The incumbent works with the current accreditation manager and the accreditation team in identifying and verifying compliance with established law enforcement standards and identifies deficiencies through policy, training, or other administrative measures; reviews standards and aids in ensuring ongoing compliance; stays abreast of all aspects of the accreditation process to include proposed changes or amendments to the standards, and assesses the impact of changes on current policies and procedures.
The ideal candidate should have previous experience in supporting a training and academy program as well as law enforcement accreditation.
Minimum Qualifications Previous experience in supporting a training and academy program as well as familiarity with law enforcement accreditation program experience.
Current certification as a DCJS Law Enforcement Officer including accepting responsibilities related to being equipped with and using firearms or having been so certified within the previous two years.
Current certification from DCJS as a General Criminal Justice Instructor, Firearms or Defensive Tactics instructor; or active experience coordinating an agency accreditation.
Knowledge of: Accreditation standards for with at least one of the following: Virginia Law Enforcement Professional Standards Commission or Commission on Accreditation for Law Enforcement Agencies, Inc.
Modern law enforcement principles, procedures, techniques, and equipment.
Instruction design/training, training methodology, and adult instructional/learning principles and theories.
Skill in: Effective oral and written communication, including presentations.
Explaining complicated technical problems in simple non-technical language.
Informing and communicating staff training options and sources.
Providing guidance to individual employees on training plans and resources.
Presenting and facilitating training programs using recognized training techniques and tools.
Tracking of training needs, attendance, and training outcomes.
Staying current on training planning, techniques, methods, and technologies.
Ability to: Communicate ideas and proposals effectively so others will understand to include preparation of reports.
Propose, interpret, and evaluate legislative initiatives; establish and maintain harmonious working relationships with various agencies of government, administrative staff, political representatives, and the general public.
Write, speak, coach, and teach effectively.
Manage the training records of PS&LE Staff personnel.
Oversee training curricula, materials, and personnel.
Plan, design and implement successful programs.
Make sound decisions in a manner consistent with the essential job functions.
Additional Considerations Experience with a training and training development program meeting DCJS requirements.
Previous experience in accreditation and/or assessing of accreditation.

grad or possess GED; pass a background investigation including fingerprint-based criminal history records check; possess current certification as a Law Enforcement Officer from the Virginia Department of Criminal Justice Services which includes accepting responsibilities related to being equipped with and using firearms, or have been so certified within the previous two years.

Must be able to maintain the ability to carry and qualify on agency weapons and maintain recertification on agency tactics.

Must complete annually, a review of DCR Policy #418, Use of Internet and Electronic Communication Systems.
Must complete annually, a review of the Agency Mission Statement & Code of Ethics.
Must complete annually, a review Executive Order EO94 (05) Workplace Safety and Employee Health Tools and Resource, Physical Demands Form.
Must complete all applicable In-Service and other assigned training.
Ability to work in diverse conditions including exposure to the outdoors, weather in all seasons, dust, animals, and insects.
Ability to perform heavy manual labor to include standing, bending, pulling, climbing, and frequent lifting up to 50 lbs.
Must possess or have the ability to obtain a valid Virginia driver’s license, certifications in CPR, First Aid, or other certifications as required.
