_*Chief Deputy Registrar*_
*Position Summary:*
Assists the General Registrar and Electoral Board in implementing the department’s mission of verifying, recording, and maintaining accurate voter registration records.
Work involves responsibility for voter registration and election activities in accordance with the Code of Virginia, State and Federal election laws, and policies and procedures of the Virginia State Board of Elections.
Work is performed independently and in team efforts.
Responsible for all department operations in the absence of the General Registrar/Director of Elections.
*Essential Duties and Responsibilities:*
- Provide information about voter registration, election processes, and election regulations to the public, elected officials, candidates, and political party representatives.
- Maintain voter registration records and documents by applying applicable laws and regulations to determine eligibility of voters to register.
- Conduct list maintenance activities to ensure an accurate and up-to-date voter registration database.
- Manage voter correspondence and bulk mailings to voters for new or changed registration records.
- Assist General Registrar with processing of candidate qualification and petition processing.
- Develop and conduct training for election officers to ensure compliance with election laws, regulations, and procedures.
- Assist with management of federal, state, and local elections, including equipment preparation and testing, equipment delivery, and precinct logistics.
- Assist with conducting absentee voting including ordering ballots, organizing, and accounting for absentee ballots, absentee ballot applications, and other required documentation related to early voting in-person and by-mail.
- Prepare and package election day supplies for each voting precinct.
Audit return of election day supplies post-election.
- Supervise and document annual destruction of records in accordance with Library of Virginia Retention Schedule requirements.
- Interpret complex federal, state, and local election laws and regulations.
- Assist General Registrar with general office administrative duties including budget preparation, staff/payroll management, and project planning.
*Education/Experience:*
Associate degree preferred and/or education and proven experience in election administration, general administration, or project management that demonstrates leadership and supervisory skills and abilities.
*Certification/Licenses:*
Must be a qualified voter of the Commonwealth of Virginia.
Must possess a valid Commonwealth of Virginia driver’s license.
Subject to a complete criminal history background search and drug screening with acceptable results.
Pursuant to Code of Virginia, §24.
2-112, Chief Deputy Registrar is an appointed position that serves at the will of the General Registrar/Director of Elections.
The term for this position runs concurrently with the General Registrar/Director of Elections.
The current term expires 6/30/2027 but may be reappointed in four-year terms.
Preference will be given to Bedford County residents.
