Overview:
Performs intermediate paraprofessional work as Clerk to the Town Council in maintenance of office records and documents and related work as required.
This is an appointed position by the Town Council of the Town of Appomattox with work being performed under the general direction of the Town Manager.
Duties: * Prepares Town Council agendas, background documents, pre- and post- Council meeting correspondence, legal notices, press releases, correspondence, etc.
* Assists with special projects; research state and local laws being considered by Council.
* Attends Council meetings, work sessions, retreats, and community meetings to accurately record and write concise minutes which are official permanent record.
* Responds to Council members, Manager, Department Heads, other localities, Attorneys, Public, Media, etc.
on requests for information or research on variety of issues or problems.
* Serves as Town FOIA Officer and managers FOIA programs * Maintains official copy of Town Code, including responsibilities for all re-codifications.
* Maintains custody of Town seal; acts as Town notary.
* Certifies and attests official Town documents.
* Performs related tasks as required.
* Maintains all contracts, deeds, easements, etc.
* Maintains directory listing of all boards, commissions etc.
* Other administrative and/or customer service-related duties as assigned Requirements: * Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Thorough knowledge of: * the organization and functions of local government and general administrative policies and practices; * records management procedures and retention schedules as determined by the Library of Virginia * the freedom of information and privacy protection laws; * laws concerning open and closed meetings of a local governing body; * standard office procedures, practices and equipment, The ability to: * Maintain detailed records; * interpret and apply policies and procedures; * identify problems, evaluate alternatives and develop solutions to address the problems * conduct research and prepare related reports; * perform and organize work independently; * plan and supervise the work of subordinates * understand and follow complex oral and written instructions * communicate effectively orally and in writing; * establish and maintain effective working relationships with others.
*EDUCATION AND EXPERIENCE* Associates/Technical degree with coursework in public administration, business or related field and considerable experience in local government or equivalent combination of education and experience.
*PHYSICAL REQUIREMENTS* This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and negligible amount of force regularly to move objects, work requires stooping, lifting, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, and determining the accuracy and thoroughness of work; the worker is not subject to adverse environmental conditions.
*SPECIAL REQUIREMENTS* 1.
A valid Commonwealth of Virginia driver’s license.

Certified Municipal Clerk (CMC) – International Institute of Municipal Clerk’s and Virginia Municipal Clerk’s Association .

*Demonstrated evidence of previous CMC pursuit or written commitment to pursue CMC certificate.
