As a Financial Professional II, you will play a vital role in ensuring the accuracy and compliance of our financial records and reports.
Your responsibilities will span a wide range of financial and accounting tasks, including monthly and annual financial reporting, annual budget preparation for the Library, and maintaining financial documents for the Friends of the Lynchburg Public Library.
Additionally, you will oversee departmental spending and internal financial transactions.

* Creates monthly financial reports and analyzes data related to operating expenditures * Monitors monthly and annual expenditures and offers insight into financial performance * Performs meticulous reconciliations of financial data and records to facilitate the preparation of monthly and annual reporting * Assists with annual budget preparation and contributes financial expertise to the team, preparing the Library of Virginia State Aid application and Annual Report * Keeps current with Library of Virginia State Aid requirements and ensures Library meets those requirements in annual budget preparation * Reviews financial and accounting documents for accuracy, verifies accounting entries, and corrects errors for all assigned accounts on records * Reviews and approves bi-weekly payroll, including timesheets, ensuring adherence with department and City policies * Reviews invoicing, requisitions, and credit card transactions for proper general ledger coding (both budgetary and project related), and complete reoccurring audits of those financials * Reviews and approves deposit batches * Maintains the necessary records and files to support transactions related to Library projects * Compiles and prepares computerized spreadsheets and reports for City and/or State requirements * Maintains financial documents related to the Friends of the Lynchburg Public Library organization * Examines supporting documents/records to establish proper authorization and processing of agreements, contracts, grants and State Aid regulations.
* Ensures compliance with and adherence to internal and external audits * Develops and implements cost saving measures * Is prepared to perform related duties as required, demonstrating flexibility and a willingness to contribute to various financial tasks and projects Additional duties and responsibilities: * Supervises additional administrative staff * Other duties to provide direct and indirect service to the citizens may be assigned * When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery * May be required to perform a variety of duties in support of operational requirements and direct citizen service delivery such as acting as a back-up to other staff and response to weather-related and other emergencies, such as snow removal Minimum Education and Experience Required: * Bachelor’s degree in accounting or a related field.
Alternatively, a combination of education and accounting experience will be considered * Significant budgeting experience, preferably municipal, and extensive knowledge of the principles, methods, and practices of accounting * Strong analytical and problem-solving skills, and proficiency in financial software and tools * Excellent attention to detail and a knowledge of internal and external vendor invoicing and reimbursements required; advanced Microsoft office skills, ability to plan, organize and direct the installation of accounting systems and procedures; and experience in research and analytical preparation and presentation.
